Building and Zoning Administrator

The City of Monticello, Illinois is currently accepting applications for the position of Building and Zoning Administrator.  The position is responsible for performing a variety of administrative and technical functions involved in the administration and enforcement of building and zoning codes.  The official also provides assistance to citizens, developers, property owners, contractors, the Planning and Zoning Board, the City Council and others in building and zoning matters.

The requirements for the position are; an Associate’s Degree or the equivalent, in building technology, construction management or a related field. The candidate should have or have the ability to possess an Illinois Association of Code Enforcement (IACE) Certification and any International Code Council (ICC) applicable certification.  The optimal candidate shall have a minimum of two years of building construction, building inspection or plan reviewer experience.  Thorough knowledge and understanding of State and locally adopted building codes, zoning ordinances, building plan review, construction site inspection procedures, zoning ordinance enforcement and related laws.  Working knowledge of Microsoft office products is required.  Strong communication, staff coordination skills, ability to manage in an ever changing environment, plus knowledge of local, state and federal policies, laws and etcetera are essential.

Official Job Description

Title:     Building & Zoning Administrator

Department:  Administration

Status:  Full Time, Non-Exempt

Performs a variety of professional and technical duties as required to assure compliance with local, county, state and federal uniform building codes; ensures that all procedures and provisions of the City’s Zoning Ordinances are consistently and equitably applied; explains land use applications to the Planning and Zoning Board and City Council; provides assistance to citizens, property owner’s and contractor’s and provides monthly status reports to the City Council.

This position works under the direct supervision of the Community Development Director and ultimately reports to the City Administrator.

The list of tasks is illustrative only, and is not a comprehensive listing of all functions and tasks performed by this position.

            Building official:
            1. Serve as, and fulfill the duties of, the City’s Building Official as designated in the International Building Code, as adopted by the City, and other applicable codes, regulations and ordinances.

            2. Complete, implement and administer the building inspection program and downtown fire safety program.

           3. Receive and examine building plans for compliance with uniform building codes as to construction, building type, occupancy, fire protection, and location of lot and verify that they conform to City ordinances.

           4. Discuss and explain ordinances and codes to citizens, concerned home owners and contractors.

           5. Assume authority and responsibility for plan corrections as to conformance City ordinances and codes.

            6. Determine various fee requirements related to issuance of permits, according to established procedures for building type and size.

            7. Issue permits for building, demolition, sewer, water, fence, decks, right-of-way and other construction phases as required.

            8. Visit building sites or existing buildings to perform inspections including yard location, footing, foundation, grading, approach and other construction phases as required assuring compliance to building codes and ordinances.

            9. Maintain comprehensive inspection records.

            10. Interpret regulations and codes to builder and property owners to assist them in altering construction plans to meet established standards.

            11. Investigate alleged code violations, determine whether a violation exists and if so initiate proper departmental procedures to report the findings and prepare certification of the inspection.

            12. Performed related duties as needed or assigned.

            Zoning Administrator:
           1. Ensure all procedures and other provisions of the City’s Zoning Ordinances are consistently and equitably applied.

          2. Approve as is, approve with requirements, or deny certain applications based upon compliance with the requirements of applicable Zoning ordinances, adopted building codes, and all other applicable local, state and federal requirements.

           3. Render interpretations of the City’s Zoning Ordinances; recommend updates/amendments to the Zoning Ordinances to the Attorney.

           4. Determine various fee requirements related to building permits, zoning changes, variances and other applicable fees.

           5. Carry out all other functions, duties, tasks and actions of the Zoning Administrator as set forth in the Zoning Ordinance.

           6. Attend and participate in the Planning and Zoning Board meetings; and explain land use applications to the Planning and Zoning Board.

          7. Attend and participate in the City Council meetings; and explain land use applications to the City Council.

          8. Perform related duties as needed or assigned.

          General Administration:
          1. Develop, implement, evaluate and revise department policies, practices, priorities, methods and procedures to improve uniformity, fairness, accuracy and efficiency of code interpretations and enforcement.

           2. Prepare and administer all aspects of the department budget including new programs and projects, personnel, equipment repair and replacement and maintenance.

           3. Perform related duties as needed or assigned.


         Special Qualifications:
           1. Must have a valid Illinois driver’s license.

            2. Must be, or become within one (1) year from date of hire any International Code Council (ICC) applicable certification such as Building Plans Examiner, Residential Plans Examiner, Zoning Inspector, Property Maintenance and Housing Inspector and etcetera.

            3. Must be, or become within one (1) year from date of hire any applicable Illinois Association of Code Enforcement (IACE) Certification.

           4. Must be willing to live within a five (5) mile radius of City Hall.

           1. Knowledge of general construction methods, principles, practices and procedures.

          2. Knowledge of building, plumbing, electrical and mechanical codes.

          3. Knowledge of drafting techniques and use of a variety of technical engineering equipment and drafting tools and software.

          4. Knowledge of municipal codes pertaining to zoning.

          5. Knowledge of arithmetic, algebra, geometry and other mathematical applications.

          6. Knowledge of the English language, including proper structure, spelling, grammar and punctuation.


          1. Quality Control- Monitoring, inspecting and testing construction to ensure it meets minimum requirements and specifications.

           2. Reading Comprehension- Understanding written sentences and paragraphs in work related documents.

          1. Reports any accidents to the Human Resources director within 24 hours of accident and assists in filling out any necessary paperwork.

          2. Working hours shall be from 8:00 a.m. to 5:00 p.m., Monday through Friday or as needed.

           3. Moderate physical activity; may require stooping, bending, climbing in and out of construction areas, and infrequent lifting of light weights over 25 pounds.

           4. Moderate exposure to stress as a result of human behavior.
